Speaker Barlow,

I am writing to you to file a written complaint against Representative Dan Zwonitzer.  I am requesting a formal investigation from the Wyoming House of Representatives, Legislative Leadership and the Legislative Service Office.   Though I am not a resident of House District 43, I am a Wyoming Citizen whose tax dollars have been used to pay Representative Zwonitzer for nearly a year.  This gives me standing to file this complaint.

I know that you have already been provided material related to Representative Zwonitzer's qualifications for membership in the Wyoming House.  However, as I am sure you are aware, there is undeniable evidence of voter fraud committed by Representative Zwonitzer.  I have included these documents because the motive behind his voter fraud was to protect his probable residence in House District 10.  

To put it simply, there is a mountain of evidence to suggest that Rep Zwonitzer does not live in Wyoming House District 43.  Included in the information provided to you by the Wyoming Secretary of State are property deeds that clearly list Dan Zwonitzer as the owner/occupant of 3898 Road 207, Cheyenne, Wyoming.  That residence is in House District 10.  As of January 27, 2022, Representative Zwonitzer's voter registration address is 521 Cottonwood Rd, Cheyenne, Wyoming.  This house was officially sold on February 21, 2021.

State Statute is clear--22-18-101 f (i).  If a representative moves out of their district, it creates an immediate vacancy.  If all of the documents that have been uncovered by me and others are true, there has been a vacancy in HD 43 for a very long time.  This has several implications:

Dan Zwonitzer is not a legal representative in the State of Wyoming and hasn't been since February of 2021.
Dan Zwonitzer has been illegitimately voting on the Wyoming House Floor during the 2021 Special 	Session and the 2021 General Session.
As his is not a legal representative of the State of Wyoming, he has been illegitimately acting as the co-chairman of the Corporations, Elections and Political Subdivisions Committee since February of 2021.
He has been fraudulently receiving compensation for his illegitimate activities from the State of Wyoming.  This is a fraud on Wyoming Citizens.
He has illegitimately been the deciding vote on numerous and consequential pieces of legislation in the Corporations Committee.
His actions must call into question every vote that has been taken in the Wyoming House of Representatives from February 2021 to present.
Wyoming Citizens in HD43 have not had legal representation in the Wyoming House of Representatives for nearly a year.  This is wrong.

Dan Zwonitzer has also been engaged in gerrymandering.  His proposed map/plan for the 2022 redistricting includes a box drawn around his residence at 3898 Road 207 to be included in HD43.  Included in that little box are only 16 parcels.  That is not enough to make any change to population numbers.  Secondly, HD43 is not a district that requires any adjustment for population.  Third, the proposed district boundary line drawn by Dan Zwonitzer is the property line of 3898 Road 207.  This is a clear case of manipulating a voting boundary for personal benefit.

In an article published in the Wyoming Tribune Eagle on January 25, 2022, Representative Zwonitzer implicated all of legislative leadership by saying,  Everybody in the Legislature knows this. The county party chairwoman knows this, the majority speaker knows it, the floor leaders know it.  I seriously doubt that all of legislative leadership would knowingly cover up a fraud on Wyoming Citizens.  Desperate people say desperate things.  But, if there is truth in what Representative Zwonitzer said, I ask that you, as Speaker of the House, recuse yourself and appoint an independent panel to investigate.

I have sent a copy of this letter to members of legislative leadership, the Legislative Service Office, and two additional members of the Rules and Procedure Committee.

I am counting on, and expect, you to do the right thing for Wyoming Citizens--start an investigation and follow State Statute.  It is time to end this fraud.
